host and service commands

With nagios-2.x, service checks run first and almost exclusively. Host
checks are never performed unless a service on the host fails. 

I am unsure of the scheduling if you have regularly scheduled host
checks configured under nagios-3.x. I'm sure you can discover the answer
in base/checks.c or perhaps someone else on the list with more
experience with nagios-3 can answer.
