Host is down , but all services seem to be up

Yes. If the services are up they will show as up even is the host check
returns a failure.

However be aware that a host down will prevent service to send
notifications (only the host down is sent). If you can't get the host
check to work reliably and disable notifications for it, you're better
with no host check at all (i.e. a dummy always-ok check).
