Scheduling downtime in the past?

Not through nagios. If you're using nagios' built in reporting, you'd  
need to add start and end HOST DOWNTIME ALERT and SERVICE DOWNTIME  
ALERT entries at the appropriate time in the appropriate nagios.log  
file (possibly archived). If you've rolled your own reporting based on  
NDOutils entries, you'll need to insert the same kinds of records in  
your database. I don't use NDOutils so can't go into any detail there.
