Your idea sounds good to me, just chown -R nagios:nagios <nagios_dir> 
and setup and setup a crontab job to rsync the files to the fail-over 
nagios server.
If you want a script written to do this just let me know and I will be 
more than happy to help, I actually think its a really good idea.
