I would consider that normal behaviour. The last state is remembered. 
Disabling checks won't change state.

Again, if the service is already down, scheduling downtime after the 
fact wont make it up. But it will become *scheduled* down time, as 
opposed to *unscheduled*, and the logs will record it as such.

You can submit a passive result via the web interface, or use an 
external command. See
