Delay hostchecks?

The patch was submitted to Nagios 2 and should be available somehwere in 
the mailing-list archives. The patch submitters name is Mathias Sundman. 
We use it in production for all our customers. Although not many use the 
feature, we haven't had any bug-reports regarding the patch, so I assume 
it's safe to use.
