Change obsess_over_service in status retention file

What version of Nagios are you running? My version doesn't have the
option to change the "obsess over service" value in the Service
Commands area.

I'm running 1.2, but there is a possibility that this CGI is from an
earlier version (somebody before me really messed things up).
