One more step. Enable authentication in cgi.cfg -

Also, did you create your .htaccess file in the nagios sbin directory
(with the cgi's)? It needs to be there specifically for the CGI's to see
the authorized username (via the REMOTE_USER environment variable). What
does nagios show you logged in as (upper left hand box of any status
page).
