You can modify the stylesheet for any page to modify the
background/foreground/layout colors of most any part of the resulting
displays.

/usr/local/nagios/share/stylesheets/

Specifically for the Tactical Overview, 
you would edit /usr/local/nagios/share/stylesheets/tac.css
The .tac class is the main tactical overview page background.

Here's a sample entry from mine, modified to fit a "white" theme:
        .tac { font-family: arial,serif; background-color: white;
background: white; color: white;  background-color: white; }
