Checking Oracle services on Windows Servers

I use NSClient , look at the doc for it you can check the service using 
check_nt command. you can also write a plugin that will simply log into 
the instance and select * from v$instance or any other table you want it 
to.

What exactly are you trying to check for? check_oracle might be what you 
are
looking for if you want to see if Oracle is up. There are a couple of
plugins on Nagiosexchange as well.
