start Nagios

Hello, I have a problen with started Nagios. When I start at /etc/rc.d/init.d/nagios start, it display this msgs 'Permiso denegado' . (I'm root). You have any idea?. This configuration for http is OK, .htaccess and  
  input with nagiosadmin is OK too.
