Forbidden access to server

For some reason my webserver can't get access to the nagios html files.  I've given 777 access to all the files in /usr/local/nagios/* and I've run the web server as the owner of these files, but to no avail, any ideas?

This is what I get when i run http://localhost/nagios

You don't have permission to access /nagios/
on this server.
