We have our own home grown SMS system using SMS Server Tools as a back 
end, with a web front end to manage contacts. Each of our support teams 
has a teamname.oncall contact defined in Nagios and in the SMS system. 
In the SMS system it just points to a human contact (essentially its 
just using a Sendmail style alias file). The team leaders of the teams 
can change what the oncall alias points to whenever they change their 
roster. Thus, Nagios never changes. The SMS system has other features, 
but this gives you an idea of how we went about that particular problem.
