checking if notifications are disabled

Globally, or on a per-service basis?

Globally's a piece of cake, even if you don't want to dig through the
status files.  Use the check_http plugin and look for "Notifications
Enabled" or "Notifications Disabled" (the alt text of the
enabled/disabled image) in the output of tac.cgi.
