Hi Marcel,
thanks for your answer. Seems as if the tempfile in my configuration is 
ok:

$ strings -a /usr/local/nagios/bin/nagios |grep tempfile
/usr/local/nagios/var/tempfile

$ sudo su nagios

$ whoami
nagios

$ if [ ! -w /usr/local/nagios/var ] ; then echo "I cannot write." ; fi

$ touch /usr/local/nagios/var/xx

But still no state-retentionfile:

nagios at sysmon2:/usr/local/nagios/var$ ls *.dat
comments.dat  downtime.dat  status.dat

What can I have done wrong?
