Timeperiods and notifications

I would like to configure some services to send initial notifications 24x7,
and subsequent notifications only during busines hours.  For example, if a
host goes down at 3:00pm, and comes back up at 8:00pm, emails would go out
at 3:00 (initial down), 3:30 (still down), 4:00 (still down), 4:30 (still
down), 5:00 (still down), 8:00pm (recovery).  Is it possible to do this?
Maybe with service escallations?
