new install won't start

That looks like it might be a permissions problem with the web server 
user. Remember that the CGIs run as the same user you web server runs 
as. And between distributions that usually not the same, and it might 
even change from one version of the distribution to another.

You should check what user and group your web server runs as, and 
probably add it to the nagiocmd group. There is some information in the 
manual.
