No email received in some host

Can you be more clear in what you mean by "the 2 HOST is still DOWN in
web interface but STATUS is ok."? It sounds like you have a problem with
the host check_command for those two hosts. What's the Status
Information for them? What's the exact check command? Can you execute
the check_command as the nagios user from the command line, receive an
OK state and verify that the exit code is '0' (echo $?).

If nagios still thinks they're down it's not going to send a recovery
notification. You can always check your mail logs though.
