Newbie problem: Notifications are not being sent out

I appreciate the link.  I have nagios setup and have actually setup 1.x 
before(a long time ago).  I have program wide notifications enabled.  I 
have a single contact group and they are setup to receive notification 
24x7, and all the notification types.   All of the hosts and services 
are setup via templates.  They have notifications enabled in the master 
templates.  In the web interface, everything says notifications are 
enabled, however, when a host or service is down, the notifications 
don't get sent.  On the interface for notifications, it says no 
notifications have been recorded in the current log file.  As far as I 
can tell it isn't even trying to send them for some reason.  In the 
status page for a down service I see this:

Last Service Notification:  N/A
Current Notification Number:  0

I hope someone has seen this.
