no /usr/local/nagios/libexec/ directory after installing 2.02b

resouce.cfg is pretty much empty:

$USER1$=/usr/local/nagios/libexec
				^^^^^^^^^^^^
				this doesn't exist

# Sets $USER2$ to be the path to event handlers
#$USER2$=/usr/local/nagios/libexec/eventhandlers

# Store some usernames and passwords (hidden from the CGIs)
#$USER3$=someuser
#$USER4$=somepassword

> make install-configetc/ directory

./configure --prefix=/usr/local/nagios --with-cgiurl=/nagios/cgi-bin
--with-htmurl=/nagios --with-nagios-user=nagios
--with-nagios-grp=nagios

these are the configure parameters I use.
libexec directory  still not there after re-compiling.
What's wrong?
