this means that the cgi commands could not be executed properly.
Look into the web servers log file, aspecially the error log.

They should resemble machine code :-)
Nagios cgis are not scripts.
Probably this is your mistake.
You should verify your apache setup. The nagios cgis can not be executed 
by any script interpreter.
