NagEvLog 1.4 available

Version 1.4 of the Windows Eventlog -> NSCA filtered and passive alert
generator is now available on http://www.steveshipway.org/software as a
Windows install package.

This should correct an occasional issue with the service exiting after
matching a filter with a long description.  It also adds some extra testing
functionality for the control application NagEvLogCtrl.
