Yes, Nagios will work fine with this configuration, and yes, you will use a useful Nagios feature ;) 
When you have no Host check, Nagios won't report any Host UP or DOWNs. 

Beware, that you can use any check for the host check command, you mustn't ping a host to see if it's up or down. On the other hand, why don't configure the firewall to permit icmp echo only from the Nagios Server?
