Host dependent upon service on same host

Is there a way to have a host depend on a service?

For example on our Windows machines we need to have "admin" logged in
for some applications to run. However, we have people that like to
remote in and logout admin so the applications then won't be run.

How can I set it up so that if the service check fails it downs the
host status also?
