send_nsca is NOT a plugin and its usage does NOT follow the plugin
conventions.  What made you think -H was a sensible option?

Reading the documentation would tell you that it should not.  Chris
already told you how to invoke NSCA, although he didn't tell you how
to configure it so that it will work when you invoke it.  When you
find the documentation that tells you what Chris told you, you'll know
the rest of the story too. 

When all else fails, read the documentation...
