avail.cgi incorrect statistics

That's them yes.

Your options is correct, seems like there is something fishy going on.

The avail.cgi don't need the "log_initial_states" option, it's mainly
Used for external reporting.

In order to pin this problem down, you might wanna try to run the avail.cgi with the "assume initial states" flag
Turned off, and see if you get a different result.

Also, try the latest cvs version of the avail.cgi, who knows
Maybe the issue is allready resolved.
