trouble with latency

So i did drop down the reaper frequency to three seconds and i Did up 
the max concurrenct checks to 150 (i noticed anything past 150 i was 
using up to much swap) and im still  having intense latency problems.  
I'm wondering if since most of my checks use NRPE if that could have 
anything to do with it although I am not sure why.  Any additional 
pointers would be appreciated.
