Installation of 2.0 -missing /usr/local/nagios/etc

Thanks alot.
After make install-config, I am still getting
Whoops!
Error: Could not open CGI config file '/usr/local/nagios/etc/cgi.cfg'
for reading!

Should I expect to see a sample page? 
Does it mean my CGI is not working properly?
