NC_Net setup Documentation

Hi,

The preliminary release of passive checks in NC_Net was uploaded to
the official NC_Net web site last week, and in my haste to make it
available I neglected to update the Documentation.

The install package will be updated within a day or two.  However, new
drafts of the read me, and Passive check read me are available for
viewing/saving from the official NC_Net web site.  These files still
are not perfect, but they should be a easier to read to assist with
configuration process.
