This patch is included in 2.0bx (don't think it made it into 1.x)

With a some configuration tweaks - you can have one instance of Nagios and 
multiple instances of the cgi on a single machine - each cgi instance can 
have different permissions.

Of course you will have to remove cmd.cgi from the view-only logins...
