1.3: Cannot ping a host, so how do I tell if it is "up"?

I have three different cases for this.  Most of my hosts can have a
host_check_command of check_ping.  Some, behind a firewall, are set to use
check_ssh instead (they run SSH so I can use this to verify the host is up).
Finally, a couple of really awkward ones I just have a fake 'always up' set
(they have special service checks and a host check is not needed).
Remember, you can set the host_check_command on a per-host basis if you
want.
