Notification to contact group ONLY when multi ple hosts are DOWN.

Look in the documentation chapter 'Monitoring service and host cluster'.
There you will find the easiest solution to your needs.

Using check_cluster or a command you write by yourself, you just have to
define a (virtual) host for your group of servers, set max_check_attempts to
1 (to have the notification sent immediately), and define the contact_groups
for this host to your second notification group.
