How about spaces in your allowed_hosts line? Remove them if there are.
Older versions of NSCA that I've used didn't like them. Also, what does
your xinetd config look like for nsca?

With debug enabled, you should see lines like the following (sensitive
stuff removed). If you don't then either you're looking in the wrong
place, xinetd isn't handing it off to nsca, nsca is bombing right off
the bat or your logging is messed up.
