Distributed Nagios Question

We've setup the send_nsca, and the nscd (via xinetd) on the central
server, /var/log/messages shows the nscd working via:

Apr 19 10:06:54 testbox xinetd[26398]: START: nsca pid=30296
from=10.0.19.129

However, any connection made from the remote host to the central server
results in the following:

# ./submit_check_result crapbox001 HTTP DOWN TEST
Error: Server closed connection before init packet was received
Error: Could not read init packet from server

There is no 'only from allowed hosts', and the password/encryption type
is set correctly on both ends. Also - there is a HTTP service
definition defined on the central and remote hosts.

Any thoughts?
