Why NAGIOS pluggin calls use SH -C

Why nagios, compiled on redhat call plugins normally, with bash ...  
command: "/$NAGIOS_PLUGGINS_PATH/check_ping -H 10.1.1.1", but on Slackware  
or Mandrake with command: "sh -c /$NAGIOS_PLUGGINS_PATH/check_ping -H  
10.1.1.1" ?
When using sh -c in command, parametrs passed incorrectly?
What is wrong? May on slackware or mandrake need other configure  
parametrs? or some diffrerent in cgi.cfg?
