hosts not being checked

I have configured all host objects with checks_enabled and
provided a check command, but when viewing the configuration
through the web interface, the enable checks column for all
hosts says No (the command does show up).  Also, when viewing
the host detail the status always says Host assumed to be up.
 Do host checks not get performed until a service fails or am
I missing something?  Thanks
