Service checks disabled after each restart

I am trying to set up Nagios on a Debian Sarge system using packages from
Debian's repository.

The versions are Nagios-text 1.2-3.5 and nagios-plugins 1.3.1.0-9.

 

What I am finding is that after each restart of nagios hosts go into a
pending status and each service check is disabled.

I am able to enable each service then Nagios appears to work just fine so
far, but what is the most likely cause of this behavior?
