This would happen if the host goes down outside of your notification 
period, but up inside of it, or if your notification_options doesn't 
include 'c'.

Nagios doesn't queue your mail for you, since that would sort of defeat 
the purpose of notification suppression.

Try setting up an 'all alerts at all times' contact just for debugging 
this sort of thing.
