The logic behind Nagios implies services, since it's really rather 
useless to monitor a host you don't want to know anything about. If you 
want to create diagrams of your network there are other tools better 
suited for it.

Read the docs. You can't specify arguments for host-checks in Nagios 
1.x. It's available in 2.x though, so you might want to upgrade. In 2.0 
you also have the option to force host-checks even if no services have 
failed.

Sounds to me like an upgrade should take care of your problems.
