I've had the same problem. I don't know anything about sms_client. I've
been using smstools (smsd) for some time with a falcom gsm modem, but I
had problems with it failing to send messages while there was poor
signal.

I've managed to write a bash wrapper for gsmlib's gsmsendsms with as
simple queueing mechanism and fallback to a different host with a backup
falcomm in case of poor signal. It works fine, but it's an ugly hack.
