State Stalking & Notification

The introduction to "state stalking" at 
http://nagios.sourceforge.net/docs/1_0/stalking.html is explaining how 
this Nagios feature is logging state changes.

Do these state changes only get logged or are they notified, too? Thus, 
is the "state stalking" feature restricted to *logging* state changes?
