Error: Could not open command file '/usr/local/nagios/var/rw/nagios.cmd' for update!

Presuming that your web server runs as the user 'nobody', did you
restart apache _after_ adding it to the nagios group? It's not clear
that's one of the suggestions you found and tried.

Does the web server always run as nobody as the default?  I am having
the same problem, or if it does not, how do I discover who it is running
as?
