Host : notification_options VS notifications_enabled

Nagios never checks the notification_options if notifications_enabled is 0.

Not exactly, from a programmers point of view, but in reality they both 
give the same effect (i.e. no notifications are sent out).

I might be wrong here, in case ACKNOWLEDGEMENT honor these, but I'm not 
sure.
