Passive checks from distributed server

127 usually means that the program doesn't exist. If you're certain that
/usr/local/nagios/libexec/eventhandlers/submit_check_result exists and
is executable by the nagios user, it could be that a program that
submit_check_result relies on isn't (i.e. echo or send_nsca). Make sure
that the full path to each is specified (and correct) in s_c_r and that
they are both executable by the nagios user. I presume that you are
using the example submit_check_result from the documentation.
