Compiling with mysql support...libraries cant be found?

I am trying to compile Nagios 1.2 on a RH 9 machine with MySQL 4.0.18.

I have tried /usr/lib (shared Mysql libraries here)

and /usr/include/mysql (mysql header fiels)

But I keep getting the error message that "Mysql library could not be
located".

Here is my exact configure command that I have tried with variations on the
locations

./configure --with-mysql-xdata --with-mysql-status --with-mysql-comments
--with-mysql-extinfo --with-mysql-retention --with-mysql-downtime
--with-mysql-lib=/usr/include/mysql --with-mysql-inc=/usr/lib

Any help from someone that has a solution would be greatly appreciated...I
am stuck
