Did you see this:
http://nagios.sourceforge.net/docs/1_0/configmain.html#check_external_co
mmands? You must enable external command checking in nagios.cfg. If
you've done that and restarted nagios, was the command file created by
nagios and is it writable by the web server?
http://nagios.sourceforge.net/docs/1_0/commandfile.html provides more
information on that aspect of it.
