Display Control for HostGroups

If You have use_authentication=1 in cgi.cfg together with disabled options
authorized_for_all_services and authorized_for_all_hosts , then by default
are displayed only groups of hosts where user is in their contactsgroup.
If the user isn't contact of the specific hostgroup, then CGI don't show
this group to user.
