Supervise a dial UP host

The way I would do it is using nagios running on the remote host, and setup
a script using send_nsca to report passive retults if something other than a
OK report was received. it wouldn't be difficult.

http://nagios.sourceforge.net/docs/1_0/addons.html#nsca and
http://nagios.sourceforge.net/docs/1_0/distributed.html has some
documentation to get started.
