Issues with the ping service

I fixed the issue.

I had to setuid on /bin/ping in order for nagios to run it.  Things are a
bit different in RHE than RH9.

Could it be the default firewall configuration on the box?

Try running: /bin/ping -n -U -c 5 207.44.202.103 from the command line.
It should hopefully work, or return some error. If there is an error, at
least you know it isn't nagios that has it. 

If there is an error, try looking into the firewall, routing, etc..
