configure passive checks

Hi guys, 

I read about doing only passive checks in the manual but still can't figure 
out how send_ncsa utility will submit results to the ncsa daemon running on 
my nagios box. 

I have ncsa daemon running now and I have also downloaded send_ncsa for 
win32 but I just don't know what utility I will use to monitor a Windows 
service. Let say I want to monitor IIS webservice - W3SVC. And also, I do 
have another freebsd box that I compiled send_nsca. 

Right now, I only know that we need to add "active_checks_enabled 0" and 
"passive_checks_enabled 1" in services.cfg for the service we want to do a 
passive check. I also read somewhere that we need to set max_check_attempt 
to 1. What about check_command in services.cfg? 

If someone can provide sample of a service w/c uses passive checks and also 
a sample config for Windows running send_nsca, that would help me a lot.
